Job Summary:

The City of Greeley is seeking a Civil Engineer that will perform activities involving infrastructure review, design and construction, and the management of environmental/capital improvement projects (CIP) in the Public Works Storm Water Division.

Experience, Knowledge, Skills:

Minimum Requirements

Level 1: 

  • Valid driver’s license.
  • Bachelor's degree (four-year degree) from an accredited college/university program in civil engineering or related field.
  • One (1) + 1-3 years of experience in municipal engineering or related work experience.

Level II:

  • Minimum of three (3) years of related experience in civil engineering or related work experience (completion of master’s degree in related field may be substituted for one year of experience)
  • Engineer in Training (EIT) that must have ability to obtain Colorado Professional Engineers license within one year. 

Level III:

  • 7+ years of experience in municipal engineering or similarly related work experience in a non-governmental environment.
  • Licensed Professional Civil Engineer (PE).

All Levels

  • A Bachelor of Science degree in Environmental, Civil, Agricultural, or Water Resources Engineering or closely related field 
  • Experience in the design, construction, and oversight of water or wastewater projects that includes knowledge of the materials, design methods, and construction techniques used in the design. 
  • Ability to manage Capital Improvement budgets, select and implement procurement methods, host construction management meetings; hold pre-bid and pre-construction conferences; and complete periodic field inspections, change orders, and invoicing.  
  • Valid driver's license
  • Candidates should have skills in software packages relating to Microsoft office, hydraulic modelling, GIS, and AutoCAD.

OR

  • Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

Preferred

  • Master’s degree from an accredited college/university program.
  • Five (5) – fifteen (15) years of experience in civil and water engineering or related experience.
  • Licensed Professional Engineer (PE).
  • Program Management Professional (PgMP) preferred, or Project Management Professional (MP): 
  • Certified Floodplain Manager (CFM); desired.
  • Knowledge of environmental permitting requirements including those regulated by the National Environmental Policy Act, Clean Water Act, and the Colorado Department of Public Health and Environment. 
  • Skills in software packages relating to ArcGISPro, InfoWater, and AutoCAD Civil 3D.

Knowledge, Skills, and Abilities

  • Computer skills, including the ability to utilize Microsoft Office programs (i.e. Word, Excel, PowerPoint, Outlook, etc.), and skills in software packages relating to ArcGIS, AutoCAD, and project scheduling with the ability to learn and experiment with new software and systems

Essential Functions:

  • Assist in the review, design and management of storm water capital improvement projects. 
  • Knowledge of environmental engineering principles;
  • Coordination with the City's Geographic Information System (GIS) program with respect to mapping of the City's properties, boundaries, and Storm Water infrastructure.
  • Coordinate the review of construction drawings, as-built drawings, subdivision plats, development agreements, easement documents, hydraulic reports, drainage reports, geotechnical reports, pavement design reports, and traffic impact studies for proposed new developments, technical boards and utility companies. 
  • Perform technical research, develop and evaluate design and cost saving alternatives, prepare informative and understandable written review comments, and provide reliable advice on engineering problems;
  • Respond to requests for information and engineering assistance from City departments, developers, consultants, and the general public concerning development related engineering issues and requirements.
  • Assist in the development or updating of City ordinances, design criteria and standards.
  • Prepare and monitor assigned capital improvement project budgets and do monthly reporting including written updates.
  • Maintenance of City engineering records.
  • Perform other duties as assigned.
  • Thorough knowledge of civil engineering principles and practices concerning municipal public works applications with emphasis on the design and construction of street, drainage, and traffic improvements.
  • Ability to manage the implementation of the planning, design and construction phases of capital improvement projects.
  • Knowledge of laws, regulations, procedures, and municipal processes relating to land development and Public Works projects.
  • Knowledge of the materials, design methods, construction techniques, and the costs of construction of Public Works and utility improvements.
  • Skill in the use and care of engineering design tools.
  • Proficiency with Microsoft Office Suite including Outlook, Excel, Word, PowerPoint, and general knowledge of spreadsheets, databases, and word processing skills.
  • Knowledge and experience with engineering software including AutoCAD design drafting, SW Modeling Software (one or more), geographic information systems (GIS), and survey equipment.
  • Effective oral and written communication, leadership, and time management skills.
  • Knowledge of the materials, design methods, construction techniques, and the costs of construction of Public Works and utility improvements.
  • The ability to exercise independent judgment and initiative is a plus.
  • Provide excellent customer service and answer questions for public and City employees.
  • Perform other duties as required.

Work Environment and Physical Requirements:

  • Work location is a combination of office and field, sometimes in formal settings; office work involves sitting while talking on the telephone; working on the computer or reviewing or checking drawings at a table. Field work involves standing, walking, using survey equipment, and measuring pipe work or concrete structures.
  • Frequent public contact by telephone and in person.
  • Frequent interaction with office and field staff, sometimes facing adverse or confrontational situations with internal/external customers.
  • Employees are obliged to driving City vehicle in all weather conditions.
  • Employees may be asked to drive personal vehicles for business purposes.
  • Employees are subject to working alone, with groups; frequently participate in meetings.
  • Employees may be required to work extended hours in the evening, holidays, or weekends.
  • Frequent interruptions and required to manage competing priorities with inflexible deadlines.
  • The environment is safe to having marginal to moderate hazards that are typically predictable or well protected against; field work involves working in and around construction projects with heavy equipment being used by contractors. Safety equipment such as hard hat, reflective safety vest, hard toe boots, and safety glasses are used as needed.
  • Vision enough to interpret written documents, engineering drawings, and inspect work projects.
  • Communication skills to adequately convey information to contractors, property owners, other personnel, and the public.
  • Mobility to inspect work sites for compliance with plans and specifications and move over rough, uneven, or rocky surfaces.
  • Manual dexterity to operate computer equipment and vehicles; to accurately input, retrieve and verify work assignments; and use hands to finger, handle, or feel and reach with hands and arms.
  • Duties may occasionally require light to moderate physical effort that includes stooping, kneeling, crouching, crawling; frequent standing or walking; frequently lifting and/or moving up to 10 pounds and occasionally lifting and/or moving up to 25 pounds; maintaining arms and hands in the same position for repetitive tasks and frequently working with light objects and light hand tools.
  • Extensive work is performed on a computer with repetitive data entry.
