Job Summary:
The Water Resource Administrator III performs work in direct support of the Water Resources Operations Manager. This position will provide technical support including collection and analysis of hydrologic data and analysis of water rights administration, including assistance with managing water court cases. The position assists in developing recommendations and policy for water resource management, planning, development, and conservation. This position is expected to make decisions regarding water rights administration with the support of the Water Resources team. The Water Resource Admin III will assist the Water Resource Operations Manager in critical negotiations with ditch companies, agricultural businesses, developers, neighboring municipalities, and other entities throughout the region, and will lead efforts to optimize water supply utilization through data analysis and modeling.
Experience, Knowledge, Skills:
Minimum Requirements
- Valid driver’s license.
- Bachelor of Science degree in water resources, sustainability, engineering, natural resource economics, watershed science, or similarly related field.
- Five (5) + years of experience in water resource planning, processes, procedures, and administration (Colorado preferred)
- Five (5) + years of experience in administration of water rights and administration in Colorado.
- Five (5) + years of experience in contract development and management.
- Five (5) + years of experience with complex statistical, economic, and hydrologic analyses of water rights.
OR
- A combination of related education and experience that will result in a candidate successfully performing the essential functions of the job may be considered by the hiring authority.
Preferred
- Water resource planning and management experience for a Colorado municipal water system.
- Two (2) + years of experience with water rights in the Poudre and Big Thompson River basins.
- Four (4) + years of experience in contract negotiation and settlement.
- Four (4) + years of experience with project management.
- Four (4) + years of experience with decree accounting, operations models, and AWAS software.
- Four (4) + years of experience reading water court resumes and representing an entity as an applicant or opposer in water court cases.
- Four (4) + years of experience and knowledge of large water portfolios and complex water systems.
- Four (4) + years of experience with public representation and engagement.
Knowledge, Skills, and Abilities
- Knowledge of Colorado Water Law (water rights and administration) and decree accounting.
- Intermediate to advanced proficiency in using Microsoft Office 365, including Excel, PowerPoint, Word, Teams, and other software, and the ability to learn and experiment with new software and systems.
- Proficiency in using blueprints, schematics, and other visual aids.
- Ability to manage multiple projects concurrently.
- Ability to present in Board meetings; including the City of Greeley Water and Sewer Board, various ditch boards, and other entities.
- Ability to develop strong professional relationships with people and agencies that will enhance the water resource function.
- Ability to communicate effectively verbally in face-to-face and one-to-one setting, using a telephone, text, online meeting, Teams functions and in person.

Essential Functions:
- Works with both inside and outside agencies to utilize Greeley's complex water supplies to maximize yields, optimize exchanges and reuse, coordinate with Treatment Facilities to manage water quality and minimize spills from storage, within legal and institutional constraints.
- Supports data-driven solutions, leveraging available data sources and quantitative analysis to optimize water supply utilization, resiliency, efficiency, and return on leased supplies.
- Increases use of data-driven technologies and processes to optimize the use of a complex portfolio of water resource under a variety of variable and uncertain conditions.
- Anticipates future needs for the water resource administration and operations function and coordinating resources to respond timely.
- Resolves disputes and implements solutions with other water users, interest groups, and administrative and regulatory agencies. Must be able to defend position in a contentious atmosphere.
- Provides support and guidance to staff and consultants regarding water court change of use applications, statements of opposition engineering, water rights adjudication, and substitute water supply plans. Coordinates the same with City Attorney’s office staff.
- Represents the City of Greeley on various ditch boards, planning committees, and regional groups.
- Implements the Greeley Water and Sewer Board’s water resource policies and plans and makes recommendations for policy improvements as deemed necessary.
- Makes presentations and recommendations to the Water Resource Operations Manager, Deputy Director of Water Resources, Water and Sewer Board, Council and Staff on long-and-short term planning projects and economic feasibility of proposed planning projects.
- Contributes to updating the Integrated Water Resource Plan and support adaptive management under the plan’s guidance.
- Leads and manages advanced water resource, hydrological, system and operational analysis and environmental, economic, and related engineering activities affecting water supply project development with other divisions and outside agencies.
- Coordinates water resource planning activities with other Water and Sewer department, division, and outside agencies when applicable.
- Develops strong professional relationships with people and agencies that will enhance the water resource function.
- Communicates effectively verbally in face-to-face and one-to-one setting, using a telephone, online meetings, and in person.

- Establishes a cadence of routine meetings with direct reports and the full team to ensure effective communications, regular updates to prioritization, and regular discussions about goals and performance.

Travel: Approximately 10 - 20% travel may be required.

Physical Requirements
