Water Resources Engineer/Specialist/Scientist/Analyst
Under the supervision of the Executive Director, this new position is a critical part of the District team in fulfilling the District’s mission, and in its efforts to implement the Water Plan, and Stream Management Plan. In coordination with other team members, this position is responsible for technical work and implementation of specific tasks.
ESSENTIAL FUNCTIONS
Technical Support (20%)
- Provide District Water Resources Engineer with support on continuing a $230M Natural Resource Conservation Service (NRCS) grant request that furthers the implementation of 30 water projects.
- Provide District Water Resources Engineer with support on advancing the improvement of augmentation water delivery and improving reservoir storage.
- Provide District Watershed Program Manager with support facilitating monthly Basin Collaborative meetings.
- Provide support, to all team members, in the development of monthly board meeting communications that may include presentations, reports, and other written materials.
- For the above, provide support in scheduling meetings and preparing meeting summaries.
Other Duties and Responsibilities (20%)
- As necessary, conduct field work to support District programs such as environmental flows and fish salvage.
- Provide Geographic Information System (“GIS”) support to all team members (GIS skills are not a necessary requirement of hiring).
- Participate in professional development opportunities.
- Develop and present hydrology report to the Board of Directors.
- As needed, serve as a collaborator, technical resource, and educator for and with external agencies, the community, and the Board of Directors.
Augmentation Program (19%)
- Perform field operations (reservoir fill and release) throughout the season.
- Perform water delivery (fill and release) accounting.
- Provide District Water Resources Engineer with support on decree accounting submission.
- Provide District Water Resources Engineer with support on augmentation membership administration, billing, and annual reports.
- On occasion, attend ditch company board and annual meetings.
- As necessary, drive District vehicle to routine maintenance appointments (oil change, tire rotation, etc…)
Constituent Communication (17%)
- Lead development and distribution of monthly “Valley News”.
- Lead development and distribution of District’s social media (LinkedIn, Instagram, Facebook, YouTube) posts.
- Lead development and distribution of District’s Annual Report.
- Lead outreach events (examples include Boulder County Fair Parade, Longmont Water Fair, Earth Day).
Partner Funding Program Support (5.0%)
- Provide District Watershed Program Manager with invoice tracking and quarterly report support.
- Provide District Watershed Program Manager with agreement development and execution support.
- Provide District Watershed Program Manager support with Board of Directors communications (memos and presentations).
- Provide District Watershed Program Manager support with Board of Directors Partner Funding Committee communications (memos and presentations).
Creek Improvement Facility Project(s) Support (5.0%)
- Provide District Watershed Program Manager support with project tracking, planning, request for proposal development, scheduling, and other tasks.
Water Rental Program (3.0%)
- Communicate with prospective renters.
- Collect bids.
- Collect funds from renters of successful bids.
- Coordinate water transfers to successful bidders.
Board Packet Support (3.0%)
- Provide support, to all team members, with Board of Directors communications (memos and presentations).
- Provide support, to all team members, with project tracking, planning, request for proposal development, scheduling, and other tasks.
REQUIRED SKILLS
- Two or more years of professional experience
- Maintain effective working relationships with governmental entities, private, and public sectors
- Knowledge of statewide water resource management issues and Colorado Water Law
- Recognition of the environmental, social, and economic aspects of water supply and utilization
- Utilization of spreadsheets
- Strong interpersonal, oral, and written communication
- Excellent organizational skills
- Exceptional public speaking skills and ability to communicate with coworkers, peers, partner organizations, and the public

MINIMUM EXPERIENCE, EDUCATION AND TRAINING REQUIREMENTS
A typical way of obtaining the knowledge, skills and abilities outlined above is a Bachelor’s or Master’s degree from an accredited college or university with major course work in Engineering, Water Resource Management, Watershed Science, Hydrology, or related field. Two or more years of professional experience in these fields is required.
REPORTING RELATIONSHIPS
General supervision is provided by the Executive Director. Employee is expected to work collaboratively with the entire District Team as well as independently while exercising sound judgement in performing job duties.
SALARY
Position is full-time nonexempt with a hiring annual salary range of $78,613 - $92,114.

SPECIAL FACTORS
This position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on District business are subject to driver’s license checks and must maintain an acceptable driving record. Mileage is reimbursed at current IRS rates.
